MINUTES <br />CITY COUNCIL <br />OCTOBER 16, 2013 <br />noted that the proposed residential rate is$28.85 per front foot while the <br />proposed commercial rate is twice that amount at $57.70 per front foot. <br />The Engineer also noted varying improvements over the length of the <br />property. However, as part of the proposed assessment, the same relevant <br />rate is being applied against the two classes of property regardless of the <br />improvement method directly in front of the property. <br />The City Engineer then reviewed assessment payment methods which <br />provide for payment (either in full or part) with no interest within the first <br />30 days after the assessment is adopted, or allowing the assessment to be <br />certified against property taxes for collection over a 10 year period at an <br />interest rate of 4.5 %. The Engineer noted that after certification <br />assessments can be paid off early to the County at any time. He <br />suggested, however, that payments should be made prior to November 15111 <br />in the given year or the County will add the next year's interest to the <br />balance. <br />The City Engineer then reviewed the assessment roll as well as a sample <br />amortization schedule for an assessment that would be certified for <br />collection with property taxes. <br />George Rossez asked if repair work would be done to any of the parking <br />lots along Little Canada Road. The City Engineer pointed out that there is <br />still another lift of asphalt that will be added to those parking areas that <br />were disturbed as part of the project. <br />The City Engineer then reported that City staff is working on needed <br />sidewalk easements for that portion of the improvement extending from <br />the freeway to the St. John's Church property. The City Administrator <br />indicated that these costs are included in the proposed assessment, but this <br />portion of sidewalk improvement will be done under a separate contract. <br />The City is currently obtaining appraisals for these sidewalk easements, <br />and hopes to finalize the easements once the appraisals are completed. <br />The Administrator described the impact on these properties as well as the <br />need to install a sidewalk in this area given pedestrian traffic on Little <br />Canada Road <br />Linda Fuller, 355 Little Canada Road, stated that it was her understanding <br />that portions of Little Canada Road would be narrowed to two lanes in <br />order to provide additional room for the sidewalks. The City Engineer <br />indicated that the County preferred 4 lanes from the freeway to the church <br />property. The Engineer indicated that in reviewing the options and what <br />the County would allow, as well as the cost of replacing existing curb and <br />gutter, the need for easements was unchanged. He noted that there was <br />some tapering of the street section done, however. <br />7 <br />
