Joel Hanson
October 16, 2013
strengthens the current ordinance and clears up any claims of "no nicotine" in some of the
products at issue.
2. Defining smoking. Previously, smoking was not defined in the ordinance. Smoking will
now be defined to include traditional smoking of tobacco and tobacco products as well as use
of E- Cigarettes or "vaping."
3. Wholesale. The amendment requires wholesalers to get a license to clear up any possible
confusion.
4. Tobacco Store Restrictions. Currently, the ordinance allows smoking under certain
conditions. I recommend language to strengthen the fact that only tobacco may be sampled
under the conditions listed. Additionally, my recommendation means no smoking from
delivery devices whatsoever regardless of when the license was obtained.
5, Display. I recommend adding language restricting the display of delivery devices.
Kindest regards,
2
