MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />PUBLIC <br />REARING <br />IMPROVEMENT <br />OF <br />LAKESHORE/ <br />OLD CTY RD C/ <br />JACKSON STR. <br />The Administrator also reported that last year the City <br />looked at a number of options for improving Lake <br />Street. Reconstruction was the best value improvement <br />based on street life. While the average homeowner may <br />only live in a house for 8 years, both the City and the <br />house will be there much longer. Therefore, the <br />Council considered what type of improvement would make <br />the most economic sense on a City -wide basis. <br />Johnson felt that Lakeshore /Old County Road C /Jackson <br />Streets were in worse condition than Lake Street. <br />The Administrator pointed out that the next hearing <br />this evening is to consider the improvement of <br />Lakeshore /Old County Road C /Jackson. <br />LaValle pointed out that the Council has tried to <br />address the improvement in the most fair and economical <br />way possible. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94 -3 -67 - ORDERING THE IMPROVEMENT OF <br />LAKE STREET AS PRESENTED BY THE CITY ENGINEER WITH THE <br />UNDERSTANDING THAT ASSESSMENT OF THE IMPROVEMENT WILL <br />NOT EXCEED BENEFITS RECEIVED, AS WILL BE DOCUMENTED BY <br />AN APPRAISAL, AND CONTINGENT UPON THE COMBINATION OF <br />THE LAKE STREET IMPROVEMENT WITH AN IMPROVEMENT ON <br />LAKESHORE /OLD COUNTY ROAD C /JACKSON STREET <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Pedersen, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />The Mayor opened the Public Hearing to consider the <br />improvement of Jackson Street lying between Old County <br />Road C on the north and Demont Avenue on the south; <br />Old County Road C lying between Jackson Street on the <br />west and Lakeshore Avenue on the east; and Lakeshore <br />Avenue lying between County Road C on the north and <br />Old County Road C on the south by full -depth street <br />reclamation, concrete curb and gutter, and storm sewer <br />facilities.
