MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />the improvement has been initiated by Council action, <br />therefore, four affirmative votes of the Council are <br />needed to order the improvement. <br />The City Engineer described the project area and <br />reported that the City is proposing to reconstruct <br />Lakeshore /Old County Road C /Jackson Streets with a 32- <br />foot wide road. The project would be a reclamation <br />project, which involved the grinding of the existing <br />street, reclaiming that material and using it as base <br />material. Concrete curb and gutter are proposed as <br />well as some storm sewer improvements. The Engineer <br />reported that the estimated storm sewer costs are <br />$82,799, and the City would be picking up this portion <br />of the improvement. At this point in the meeting, 9:20 <br />P.M., the Engineer asked for a short recess so that he <br />could review the assessment figures for this project. <br />The meeting was reconvened at 9:25 P.M. <br />The Engineer reported that total project costs are <br />estimated at $456,802.00. Of that amount $374,003 is <br />estimated for street improvements and $82,799 for storm <br />sewer improvements. The City would pay all storm sewer <br />improvement costs. The Engineer reported that the <br />City's policy is to assess 85% of the costs associated <br />with street reconstruction based on an 8 "/3" street <br />section and a 30 foot width. Applying that policy <br />$252,937 of the street costs are proposed to be <br />assessed. That calculates to an assessment rate of <br />$49.10 per lineal foot based on a total of 5,151.85 in <br />assessable footage. Therefore, the City is picking up <br />approximately 44.63% of total project costs. <br />The Engineer reported that traffic counts for the <br />Lakeshore /Old County Road C /Jackson Street area are in <br />the 2,000 to 3,000 vehicles per day range. This <br />traffic appears to be pretty evenly distributed <br />throughout the day. The majority of the traffic <br />appears to be coming from the apartments to the south. <br />The Engineer reported that the alternative for the <br />apartment traffic would be to go to Rice Street. Rice <br />Street has traffic volumes of 11,000 vehicles per day. <br />Hanson asked about placing stop signs at the corners of <br />Jackson /Old County Road C and Old County Road <br />C /Lakeshore. <br />Page 99 <br />
