MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />tonight may be high. <br />Fieckert agreed that there were traffic speed problems <br />in the area and felt that stop signs or speed bumps <br />were needed to help slow traffic. Fieckert did not <br />feel curb and gutter was needed and pointed out that <br />there is not a drainage problem in the area. <br />Hanson asked if Fieckert would oppose stop signs at <br />Jackson and Lake Streets, and Fieckert replied that he <br />would not. Fieckert felt that Jackson Street needed to <br />remain a through street for emergency vehicle access. <br />Fieckert asked how long the curb and gutter would last, <br />again indicating that he felt it was not needed. <br />The Engineer estimated that curb and gutter would last <br />20 to 30 years. <br />Fieckert felt that the project should involve a grind <br />and overlay without curb and gutter. Fieckert pointed <br />out that there is a lot of City property in the area, <br />and the general taxpayer will have to pay the cost of <br />assessments for improvements abutting the City's <br />property. Fieckert agreed that the streets in the area <br />needed to be repaired, but not through reconstruction. <br />Pedersen reported that it appears to him that streets <br />with curb and gutter were usually dry after a rain, <br />while streets without curb and gutter usually have <br />standing water. <br />Fieckert reported that the only portion of the street <br />with a standing water problem was at the intersection <br />of Australian and Lakeshore. <br />Waite reported that there is some standing water in <br />front of his house after a storm. However, this is <br />because the snowplow torn up some curbing and the <br />curbing is blocking the water from draining. <br />Pedersen again stated that he felt curb and gutter <br />drained a roadway. <br />A resident asked why Viking Drive was a State Aid road <br />and these roads were not. <br />32 <br />Page 107 <br />
