MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />since materials will not need to be hauled in and out. <br />The Administrator pointed out the work the County did <br />on Little Canada Road last year adjacent to City Hall. <br />That is the type of project that is being proposed for <br />Lakeshore /Old County Road C /Jackson. <br />Frison again stated that there is no reason for curb <br />and gutter. Frison did not feel the apartment traffic <br />would use Rice Street given the traffic lights and the <br />fact that it is tough to make a left -hand turn from <br />Rice Street onto Highway 36. Frison felt the cost <br />estimates for the project looked high for a relatively <br />simple overlay. <br />Harold Fieckert agreed that curb and gutter was not <br />needed. Fieckert stated that he was not sure whether <br />the project done 17 years ago was done correctly or <br />not, but hoped the proposed project would last longer. <br />Fieckert asked if the there could be some cost <br />participation in the project from the bus companies <br />using the area. <br />The City Administrator replied that the buses have the <br />right to travel City streets without permission, and <br />there would be no participation in the cost of the <br />project from these companies. <br />Fieckert pointed out that the proposal is to assess his <br />property $6,000 for the improvement of Jackson Street <br />and another $1,000 for Lake Street. Fieckert did not <br />believe the value of his property would increase by <br />that much. <br />The Administrator reported that the Council met last <br />evening to discuss the City's street assessment policy. <br />There was some discussion on the benefits received <br />issue, and the fact that assessments cannot exceed <br />benefits received. At the workshop the Council talked <br />about a cap or percentage of costs on the amount that <br />can be assessed for street reconstruction. The main <br />issue is equity, and the Council wants to be sure the <br />policy is fair to the property owners as well as the <br />rest of the taxpayers in the City. The Administrator <br />also reported that historically bid prices have come in <br />lower than the Engineer's estimates.
