MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />assessment. The Administrator pointed out that <br />properties on a cul -de -sac, for example, may have 40 <br />feet of frontage, while there may be other lots with <br />100 feet of frontage. This policy is meant to equalize <br />assessments between property owners. The Administrator <br />pointed out that a property with only 40 feet of <br />frontage would not have substantially less benefit than <br />a property with 100 feet. <br />Hanson felt that the proposal to block off Jackson <br />Street between Lake Street and Dement would be unwise. <br />Hanson pointed out the need to provide emergency <br />vehicle access to the area. <br />Demont suggested that an emergency access with knock- <br />down barriers would address that situation. <br />Buechler reported that there are two garbage trucks <br />using Lakeshore /Old County Road C /Jackson Street on a <br />daily basis. <br />Scalze reported that the City can check into that. <br />Scalze asked Mr. Zietlow and Mr. and Mrs. Judd how they <br />felt about stop signs on the curves. <br />They replied that they would be in favor of stop signs. <br />Scalze pointed out that curb and gutter would <br />accelerate run -off into Savage Lake, and that the <br />Watershed would have to approve those plans. Scalze <br />indicated that the residents on Twin Lake Trail are not <br />happy that street run -off is directed into Twin Lake, <br />and feel this is contributing to the deterioration of <br />the lake. Scalze asked why run -off should be piped <br />directly into the lake. <br />The City Engineer replied that there are two separate <br />issues. The first is the City's policy of requiring <br />curb and gutter on an urban section street. Water <br />quality is a separate issue. The Engineer pointed out <br />that sedimentation ponds or structures could be <br />constructed to address water quality, and thought a <br />small sedimentation pond might be required for this <br />street improvement. Such a pond would not be a high - <br />cost item, and more of a specific design issue. The <br />Engineer pointed out that one of the requirements of <br />the Jackson Heights development was a holding pond to <br />34 <br />Page 109 <br />
