MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />One property owner reported that he had a water problem <br />in his basement ever since the County Road C <br />improvement was done. That property owner asked if the <br />problem would be increased once Lakeshore is improved. <br />Jim Gregor, property owner on Australian, was concerned <br />that last year Lakeshore was posted with 5 ton weight <br />limits, and this year it is posted at 7 ton. Gregor <br />asked if the increased weight would contribute to the <br />deterioration of the street. <br />The Public Works Superintendent reported that City <br />policy is to post a residential street with curb and <br />gutter at 5 ton, and one without at 3 ton. <br />Lakeshore /Old County Road C /Jackson were constructed to <br />heavier standards, therefore, able to handle more <br />weight than the standard residential street. The <br />Superintendent felt that the streets were posted at the <br />same limits over the past five years. <br />One property owner in the area reported that she had a <br />ditch in her front yard, and would like to see the <br />ditch eliminated as part of the improvement. The <br />property owner felt the ditches were hazardous to <br />children in the area. <br />The City Engineer reported that ditches are removed as <br />part of an urban street improvement.. <br />The City Administrator pointed out that the majority of <br />the property owners have indicated that they would not <br />prefer that option. <br />The property owner indicated that she would prefer not <br />to have curb and gutter, but would like to see the <br />ditch in her front yard eliminated. <br />Morelan reported that curb and gutter is the only <br />realistic way of eliminating the ditches. <br />Rich Windlund indicated that he currently has a water <br />problem in his backyard and would like to see that <br />corrected. <br />Scalze asked if any of the property owners were in <br />favor of curb and gutter. All responded that they <br />opposed curb and gutter, with the exception of one who <br />37 <br />Page 112 <br />
