MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />Demont again raised the issue of street salt flowing <br />directly into Savage Lake. <br />Doug McMullen, property owner in the area, commented <br />that it appears none of the property owners are in <br />favor of curb and gutter. McMullen pointed out that <br />the cost of curb and gutter is approximately $80,000 <br />and the proposal is to assess that cost at 100% to the <br />property owners. <br />The Engineer stated that the cost of curb and gutter is <br />approximately $10 per foot to the property owners. <br />McMullen stated that eliminating curb and gutter would <br />reduce his assessment from $49 per front foot to $39. <br />McMullen also felt a big storm sewer project was not <br />necessary in this area, and eliminating this portion of <br />the improvement would reduce the City's costs. <br />McMullen pointed out that the property owners want <br />traffic controlled. McMullen felt that once the roads <br />are improved, traffic problems would increase. A 32- <br />foot wide road with concrete curb and gutter will <br />attract more traffic. Encouraging on- street parking <br />will increase problems in the area. McMullen felt that <br />stop signs would help the traffic problem, but felt <br />more was needed. McMullen suggested making Jackson <br />Street a one -way street, preventing traffic coming from <br />the apartments from going to the freeway. McMullen did <br />not believe a stop light at Demont and Rice was the <br />answer because he did not believe drivers would take <br />Highway 36 to get to 35E. McMullen pointed out that <br />there are 3,000 vehicles per day on Lakeshore /Old <br />County Road C /Jackson Street. McMullen estimated that <br />there are 40 homes in the area and at 10 trips per day <br />per home, that was 400 to 500 vehicles per day <br />generated by the homeowners along the streets. <br />Bruce pointed out that Lakeshore /Old County Road <br />C /Jackson has twice the amount of traffic that is on <br />LaBore Road. Bruce suggested that reducing the traffic <br />on these streets will help the traffic situation on <br />Little Canada Road as well. <br />The City Engineer agreed that there was a lot of <br />traffic on Little Canada Road, but not more than the <br />street could handle. <br />36 <br />Page 111 <br />
