Scalze felt the main concern of the property owners in the area was the apartment traffic and their feeling that the these residents were not paying their fair share. Pedersen pointed out that the assessment proposed is for a typical residential street section. Scalze replied that the property owners along the street feel that the apartment traffic is causing their road to wear out faster. This volume results in more traffic problems than on a typical residential street. Morelan pointed out that the City does not assess storm sewer projects, and pointed out that the curb and gutter is an extension of the storm sewer. Morelan suggested that perhaps the City take this position and pay for the curb and gutter portion of the improvement. Morelan felt that at a minimum the curb and gutter should be assessed on the same basis as the street improvement. Scalze stated that the property owners felt that because of the heavy traffic they must put up with, they should not pay for the curb and gutter portion of the improvement. Scalze suggested that this might be the solution. If the City wants curb and gutter because of storm water concerns or traffic concerns, perhaps the City should pay for it. Morelan stated that if far no other reason curb and gutter does have a City -wide benefit because of the aesthetics. Pedersen pointed out that whatever decision is made on the curb and gutter, it must be applied universally throughout the City. Scalze felt this situation might be unique due to the traffic from the apartments, and did not believe she would support the City paying for curb and gutter as part of other improvements. Scalze pointed out that the City did not pay for curb and gutter on Vanderbie and Allen Avenue or on LaBore Road. Scalze felt there would have to be a reason for the City to pay for it. 15 Page 118
