MINUTES CITY COUNCIL MARCH 23, 1994 COUNTY ROAD B -2 PARKING Scalze pointed out that Lakeshore /Old County Road C /Jackson Street is a major collector street which is not designated as State Aid. Morelan pointed out that the assessment proposed is for a residential street, and no higher than what property owners would pay for a standard residential street. Morelan agreed that whatever decision is made on curb and gutter would have to be applied uniformly throughout the City. The Administrator pointed out that the assessment for this improvement is estimated at $49 per front foot, while Vanderbie /Allen and LaBore Road were assessed in the range of $42 per front foot. Scalze pointed out that LaBore Road was an MSA project and that the City picked up a lot of the costs for the Vanderbie /Allen project because of poor soil conditions in the area. Pedersen indicated that those property owners paid for a standard 8 "/3" section roadway, the same as is being proposed for Lakeshore /Old County Road C /Jackson. Scalze replied that the traffic counts in these areas are very different. The Administrator felt that there was a difference in the assessment rate between the two areas due to the corners involved in the Lakeshore /Old County Road C /Jackson project. Those corners result in a loss in assessable footage. The Administrator suggested that the matter be scheduled for further review at the Council's April 13th meeting. Morelan reported that he thought about how the assessment policy deals with corner lots, and suggested that assessing the long side of a lot pushes the benefits received test. Therefore, Morelan suggested that the short side of the lot be assessed at 100% and the long side at 20 %. Council reviewed the recommendation of the Public Works Superintendent regarding the posting of County Road B -2 as no parking. It was the consensus of the 16 Page 119
