6. The regulations and conditions of the Minnesota <br />Department of Public Welfare, Public Welfare Manual <br />11 3130 as adopted, amended and /or changed are <br />satisfactorily met. <br />7. A written indication of preliminary, pending or <br />final license approval from the regulatory welfare <br />agency is supplied to the City. <br />E. Convenience, limited merchandise, grocery stores (not <br />supermarket type), provided that: <br />1. The services which are to be provided are for the <br />local area rather than the community or region. <br />2. The traffic generated will not raise traffic <br />volummes beyond the capacity of surrounding <br />streets. <br />3. The architectural appearance of the building <br />housing the use shall reflect ' the building <br />character of the area and shall not be so <br />dissimilar as to cause impairment of property <br />values or constitute a blighting influence within <br />the neighborhood. <br />4. The provisions of Section 921.010.C. of this <br />ordinance are considered and satisfactorily met. <br />5. The establishment have access to a collector or <br />arterial street. <br />6. At the boundaries of a residential district, a <br />strip of not less than ten (10) feet shall be <br />landscaped and screened and in compliance with <br />Section 903.020.G. of this ordinance. <br />7.. No fuel sales are to occur upon the site. <br />8. Each light standard island and all islands in the <br />parking lot are landscaped or covered. <br />9. Parking areas shall be screened from view of <br />abutting residential districts in compliance with <br />Section 903.050.D. of this ordinance. <br />10. Parking areas and driveways shall be curbed with <br />continuous curbs not less than six (6) inches high <br />above the parking lot or driveway grade. <br />11.
