Northwest Associated Consultants, Inc. <br />C U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Bob Kirmis /Stephen Grittman <br />DATE: 3 May 1995 <br />RE: Little Canada - Housing Value Ordinance <br />riLE NO: 758.10 - 95.02 <br />BACKGROUND <br />Father this year, the City was presented with an application to move a house into an established <br />neighborhood. Under the City Code, such applications require a Conditional Use Permit. <br />Although no specific standards are listed in the City Code against which a house - moving <br />application is to be reviewed, Conditional Use Permits are to be analyzed against the standards <br />named in the Zoning Ordinance. The City Council was convinced by the neighbors that the <br />proposed house to be moved in was out of character with the neighborhood. While such a house <br />could be built on the site without neighborhood notice or Council review, the Council denied the <br />Conditional Use Permit based on the assumption that the remodeled house would have a <br />detrimental effect upon area property values. (See Graf reports by NAC, dated 9 January and 20 <br />January, 1995). <br />Moreover, the Council placed a moratorium on applications to move houses into the City, and <br />directed staff and consultants to research ways in which the City could monitor such proposals <br />more actively so as to avoid the concerns faced in the Graf proposal. In response to the City's <br />request, we have investigated potential means of ensuring residential housing value within Little <br />Canada.
