provisions. For example, a condition similar to the following could be integrated into the <br />ordinance: <br />X. The relocated building shall reflect the architectural character of surrounding <br />buildings in regard to the following: <br />1. Proportion, scale, and roof line. <br />2. Architectural style. <br />3. Exterior finish materials. <br />The problem with this regulatory alternative, however, is that it raises "fairness" questions <br />as being applicable only to relocated structures (newly constructed homes would not be <br />subject to the same provisions). Again, this would only accomplish the City's objectives <br />in the case of moved -in houses. Where a property owner proposed to site -build the same <br />house, the objective of the City would not be met by this Ordinance alone. <br />CONCLUSION <br />In addressing the issue of housing value maintenance, it would seem that the simplest, least <br />controversial approach would be to amend /create residential zoning districts which would impose <br />varied minimum floor area requirements. As noted, this approach would require some analysis <br />on the front end to determine appropriate areas of application and adequate size requirements. <br />However, its administration would be the simplest in that the City's current building code review <br />process would apply to the new district. <br />An alternative and /or complementary approach may, however, be to establish a specific infill <br />ordinance. This approach would require a cursory review of a building permit to determine <br />whether its proposed neighborhood is an "infill" area. If determined to be so, the designated <br />review body would then determine the extent to which the proposal meets the character of the <br />neighborhood. In a number of cases, this approach would extend the review process for single <br />family homes which heretofore were subject only to building code review.
