From: Rita Mills [mailto:rleomills(ahotmail.com] <br />Sent: Wednesday, October 23, 2013 11:50 AM <br />To: Bill Dircks <br />Subject: Payne parking change <br />Bill, <br />Just realized that the City Council meeting is tonight, so am hoping this email is not too late. <br />We have reread your letter regarding the proposed change to parking on Payne near Labore Rd. and do have <br />some safety concerns. While we certainly understand the frustration of someone having to contact the city <br />when wanting to entertain, as a resident we do not mind the occasional parking of many cars for an event in <br />that area. When one sees lots of cars parked there, one automatically really slows down as sometimes <br />pedestrians are walking in and out of those cars. However, to have cars regularly park there, even if only on <br />one side of the street and even if it is only a couple of cars, is a safety concern. <br />Payne Ave narrows down signicantly on the south end to the point that even when walking or biking without <br />cars parked there, one has to be VERY cautious when a car coming from Labore turns north onto Payne. From <br />a "walker's" perspective, most vehicles, going a normal speed simply turn "too wide ". Obviously, someone <br />hitting a vehicle at a slow speed will probably not be injured. However, someone walking or on a bike could <br />be significantly hurt. Bike traffic on Payne continuously increases, probably due to a major connecting trail <br />ending on Payne and the recent completion of the Vadnais Lake trail system. <br />Hopefully you will think about the walkers and bikers in addition to regular residential car traffic prior to <br />making a decision to change the current Payne parking status.
