MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2013 <br />and specifically list horses in the City's livestock ordinance as being <br />prohibited from being kept within the City. He noted that the original <br />ordinance that allowed for the keeping of horses was adopted in 1967 <br />when the City was much less developed. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -10 -197 — REPEALING CHAPTER 1104. <br />HORSES, AND AMENDING CHAPTER 1103. LIVESTOCK, AS <br />RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />COUNTY The City Administrator reported that Ramsey Council is planning for the <br />JOINT acquisition of a new voting system on a County -wide basis with <br />POWERS implementation likely in election year 2014. The City's share of <br />AGREEMENT equipment costs is $26,925 with annual operating costs at an additional <br />FOR NEW $2,092.93. The County is proposing the new system since the current <br />VOTING system is technically obsolete and it is difficult to get replacement parts. <br />SYSTEM That system has been in use within the County since 2001. The Council <br />also has $524,000 in grant money that can be applied toward the purchase <br />of the new equipment. If that purchase is not made by March of 2014, the <br />money must be returned. <br />The Administrator reported that the County is requesting that the City <br />enter into a Joint Powers Agreement governing the new voting system. <br />This Agreement has been reviewed by the City Attorney and found <br />acceptable. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -10 -198 — APPROVING THE JOINT <br />POWERS AGREEMENT WITH RAMSEY COUNTY FOR NEW <br />VOTING SYSTEM AND AUTHORIZING THE MAYOR AND CITY <br />COUNCIL TO EXECUTE ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0).
