MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2013 <br />METROPOLITAN <br />COUNCIL <br />POPULATION <br />PROJECTIONS <br />REPEAL OF <br />MUNICIPAL <br />CODE - <br />HORSES <br />REGULATION OF THE SALE, DISPLAY, DISPOSAL, AND USE OF <br />DELIVERY DEVICES WITHIN THE CITY OF LITTLE CANADA <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Planner reported that the Metropolitan Council has published <br />preliminary population projections for 2040 for all metro area <br />communities. He reported that the Met Council is holding workshop <br />meetings on these projections, and that he will be attending some of these <br />meetings. He also noted that communities are expected to comment to the <br />Met Council on these projections by December 1s` <br />The Planner reported that these projections will be used by the Met <br />Council for their systems statement for each community. That statement <br />will then be used as part of Comprehensive Plan updates that will be due <br />from communities in 2018. The Planner noted that Little Canada's <br />projections are significantly increased with the Met Council projecting a <br />population increase for 2040 up by 2,600 people over the 2030 projection <br />and a household increase up nearly 1,300 for that same period. The <br />Planner indicated that the Met Council has increased population <br />projections for inner ring suburbs while decreasing outer ring suburbs. <br />The Planner noted that given Little Canada is fully developed, the <br />Planning Commission has commented that these projections are <br />unrealistic. <br />The Council discussed the Met Council projections and agreed that they <br />were unrealistic for Little Canada given it is fully developed and already <br />has a high amount of multi- family housing. <br />The Planner again indicated that he will be attending Met Council <br />workshops, and reported that there are planner organizations that are <br />discussing the possibility of taking a united stand to object to these <br />projections to the Met Council. The Planner indicated that he will keep <br />the Council updated as this process moves forward. <br />The City Administrator reported that someone had contacted the City <br />Center inquiring about the keeping of horses within City limits. The <br />Administrator reported that there are a few pieces of property within the <br />City that would he large enough to meet the Code in this regard. However, <br />given the City is a fully developed inner ring suburb, it would be his <br />recommendation to repeal the ordinance allowing the keeping of horses, <br />11 <br />
