MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2013 <br />RAILROAD <br />QUIET ZONE <br />ESTABLISMENT <br />PROCESS <br />BUDGET <br />WORKSHOP <br />FORMER <br />BRINGS <br />PROPERTY <br />The City Administrator reported that he and the Mayor attended a meeting <br />with the CP Railroad about the issue of the sounding of train horns within <br />City limits and the process for establishing quiet zones with the City. He <br />noted that part of the process involves doing a Quiet Zone Study. The <br />City of Shoreview has hired SEH to do this study for them at a cost of <br />$12,000. The Administrator suggested that the City also undertake such a <br />study, and suggested that it would be beneficial if the same engineering <br />firm conducted the study for Little Canada. He indicated he has discussed <br />this with SHE and a preliminary estimate was in the $10,000 to $12,000 <br />range. The Administrator suggested that he obtain a quote for this study <br />from SEH. He also noted that it may be possible to get cost participation <br />from the City of Maplewood for that portion of the study involving the <br />railroad crossing at County Road B. the Administrator also pointed out <br />that the estimated cost for upgrading individual railroad crossings so that <br />horns do not need to be sounded is $225,000 to $250,000 per crossing. <br />Little Canada has four crossings. <br />The Council agreed that the City Administrator should obtain a proposal <br />from SEH for a Quiet Zone Study. <br />The City Administrator recommended that the Council call for a Budget <br />Workshop meeting for Wednesday, November 13, 2013, at 6:00 p.m. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013-10-201 — CALLING A 2014 BUDGET <br />WORKSHOP MEETING FOR WEDNESDAY, NOVEMBER 13, 2013 <br />AT6:00P.M. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the tenants of the former Brings <br />property have not vacated the premises and were to have done so by the <br />end of September. He noted that the City has served them with an <br />eviction notice, but it appears that they have brought more goods and <br />materials into the property. The Administrator requested that the City <br />Attorney be authorized to serve these parties with an Unlawful Detainer. <br />He also noted that the City would be serving citations for Code violations. <br />14 <br />
