MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2013 <br />BOY SCOUT <br />TROUP 462 <br />Mayor Blesener welcomed St. John's Boy Scout Troup #462 to the <br />Council meeting. Scouts are working toward their Citizenship & <br />Community Badge. <br />AMEND Mayor Blesener opened the public hearing to consider an Amendment to <br />PUBLIC the Public Zoning District to allow public book exchanges as an accessory <br />ZONING use to other public principal uses. It was noted that the Planning <br />DISTRICT — Commission recommended approval subject to compliance with the <br />PUBLIC recommendations of the City Planner as outlined in his October 4, 2013 <br />BOOK report. <br />EXCHANGES <br />The City Planner reviewed his report dated October 4, 2013 relative to a <br />proposed ordinance amendment which would allow for public book <br />exchanges as an accessory use in the Public Zoning District. The Planner <br />noted that the City has been approached by residents wishing to introduce <br />a "Little Free Library" to the community. This involves a container <br />location in which sponsors stock a variety of books. Books can then be <br />borrowed by a user, and the concept encourages users to add to the stock <br />by leaving a book for others to borrow. The City Planner reported that <br />staff is recommending approval of the ordinance amendment subject to a <br />series of conditions as outlined in his report. He indicated that the <br />sponsors have submitted a proposal for the installation and maintenance of <br />the "Little Free Library" which would satisfy the recommended <br />conditions. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by Boss, the public hearing was closed. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -10- 191 — APPROVING AN AMENDMENT <br />TO THE PUBLIC ZONING DISTRICT TO ALLOW PUBLIC BOOK <br />EXCHANGES AS AN ACCESSORY USE TO OTHER PUBLIC <br />PRINCIPAL USES AS RECOMMENDED BY THE CITY PLANNER <br />AND AUTHORIZING THE PLANNER TO PREPARE THE <br />APPROPRIATE ORDINANCE DOCUMENT FOR EXECUTION AND <br />PUBLICATION <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0).
