MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2013 <br />PUD PERMIT- Blesener opened the public hearing to consider application for a PUD <br />2968 RICE Permit for an Interim use permit to allow use of a property at 2968 Rice <br />STREET — Street for mixed commercial purposes as requested by Dirk Bordsen. It <br />BORDSEN was noted that both the City Planner and the Planning Commission <br />recommended approval subject to compliance with the recommendations <br />of the City Planner while waiving the requirement for concrete curb and <br />gutter. <br />Given the nature of the proposals by Dirk Bordsen for 2968 and 2962 Rice <br />Street, Council felt that both public hearings should be opened so these <br />properties could be discussed simultaneously. <br />PUD PERMIT- Blesener opened the public hearing to consider application for a PUD <br />2962 RICE Permit to accommodate expansion of commercial vehicle parking and <br />STREET — joint parking with 2948 Rice Street for the property located at 2962 Rice <br />BORDSEN Street as requested by Dirk Bordsen. It was noted that both the City <br />Planner and Planning Commission recommended approval subject to <br />compliance with the recommendations of the City Planner while waiving <br />the requirement for concrete curb and gutter and with the Commission <br />indicating support of accommodating parking for 2968 Rice Street on the <br />2962 Rice Street property as well. <br />The City Planner noted that the properties at 2968 and 2962 Rice Street <br />are long, narrow parcels, each having 75 feet of frontage on Rice Street. <br />There are single- family homes at the front of the parcels with a series of <br />buildings in the back that have been historically used for garage and <br />storage purposes. The residential use of each of these sites has ended <br />quite some time ago. The property is zoned Planned Unit Development <br />(PUD) District and is guided for commercial use in the Comp Plan. <br />The Planner reported that the uses of these properties as proposed by Dirk <br />Bordsen are interrelated. He noted that with regard to 2962 Rice Street, <br />Bordsen is proposing to lease the back portion of this property to parking <br />for Pre -Wire, which occupies the property immediately south at 2948 Rice <br />Street. When Pre -Wire originally occupied their site, they had adequate <br />parking as many employees had take -home vehicles. That situation has <br />changed, and Pre -Wire now needs additional parking. The Planner <br />reported that Bordsen has submitted revised site plan showing the Pre - <br />Wire parking on 2962 Rice Street. This site plan also shows parking for <br />the back buildings on 2968 Rice Street on the 2962 Rice Street property. <br />Allowing parking for 2968 Rice Street on the 2962 site minimizes the <br />amount of paving that would otherwise be necessary. The Planner noted <br />that the long -term goal would be to combine the 2962 and 2968 sites for a <br />3 <br />
