MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2013 <br />The Council then discussed the warming house project numbers in detail, <br />utilizing the $172,000 project estimate, $49,450 in proposed reductions, <br />$25,000 for sewer and water extension, $10,000 for retaining wall <br />construction, as well as the $10,000 LCRA project contribution. Krumm <br />noted that the project estimates did not include costs for landscaping, <br />restoration, or irrigation. There was then discussion of the project <br />parameters, specifically the issue of one or two bathrooms. Montour <br />stated that it was his opinion that the City should treat all park <br />improvements equally and do quality projects, noting the recent play <br />structure replacement in Nadeau Park. Montour felt that while the project <br />did not have to be a Taj Mahal, the City should build something it is proud <br />of, and indicated that he supported two bathrooms. Blesener felt that the <br />Council should set a budget amount, and then staff could determine the <br />amenities that will be included based on the budget. Keis felt that project <br />parameters should be determined by the Council at a later date He agreed <br />that the Council should set the budget number, and felt the <br />design /amenities would be determined later at a workshop meeting. <br />Blesener suggested the following budget for the project: <br />$140,000 Remaining Building Budget Amount ($150,000 less <br />$10,000 already spent) <br />$10,000 Retaining Wall <br />$25,000 Water & Sewer Service Extension <br />$175,000 City Costs <br />$10,000 LCRA Donation <br />$185,000 Total Project Costs ($195,000 with the $10,000 <br />already spent) <br />Blesener indicated that based on these amounts, decisions could then be <br />made relative to whether there are one or two bathrooms and if additional <br />amenities could be added back into the project. Boss and McGraw felt <br />that two bathrooms were preferable. Keis again indicated discussion of <br />the number of bathrooms and other amenities could occur at a Council <br />workshop meeting. <br />Tom Ray, LCRA, felt that two bathrooms were needed in the project, but <br />agreed even one bathroom in the warming house would be a huge <br />improvement. Ray indicated that while LCRA has committed $10,000 <br />toward the project, they may be willing to increase that amount. Blesener <br />thanked LCRA for their participation and stated that the organization was <br />a fantastic group and the donation was greatly appreciated. <br />Blesener noted that City staff has a number that it can now work with, and <br />suggested that work be done to design a new warming house within that <br />5 <br />
