£LTUING 41SSOMIT .CS <br />Memo <br />TO: Mayor Biesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: November 8, 2013 <br />RE: Miscellaneous Storm Sewer Improvements <br />Recommendation for Award <br />This fall Public Works crews encountered two storm sewer areas along County Road B2 <br />that require repair. The first was settlement /sink holes due to separated pipe joints on <br />the storm pipe running from County Road 32 into the Sleepy Hollow pond. The second <br />was a partially crushed corrugated metal pipe inlet at the railroad crossing ditch. We felt <br />it was necessary to complete these repairs this fall so that the storm sewer system <br />would function properly next year as spring melting occurs. Therefore, a plan was <br />prepared and we requested quotes from three Contractors. <br />A third storm improvement was included in the plan that involved the installation of a <br />storm sewer inlet over an existing pipe on the west side of McMenemy Street south of <br />the church driveway. A significant portion of McMenemy drains north to the intersection <br />of Little Canada Road and must then flow east across the intersection. This inlet would <br />pick up a significant portion of that water minimizing the amount of drainage across the <br />street. <br />Two of the three Contractors submitted quotes to complete the work and the results are <br />summarized below: <br />Contractor 32 Storm Repairs McMenemy Inlet Total <br />CW Houle, Inc. $ 9,865.00 $10,075.00 $19,940.00 <br />Kuechle Underground, Inc. $161145.00 $10,945.00 $27,090.00 <br />The work on McMenemy Street would require some street patching and concrete work. <br />In reviewing the bid it appears that the cold weather has resulted in higher than <br />anticipated costs for this work. Based on the pricing we received at this time we would <br />recommend not including the McMenemy Street inlet work in the award. This work could <br />be completed with a street project in the future if desired. The repairs on County Road <br />132 are outside of the street and are not as affected by the colder weather and the pricing <br />appears competitive. Therefore, we would recommend the City Council award the <br />County Road B2 work to CW Houle at the quoted price of $9,865.00.
