September 22, 2013 <br />Joel Hanson <br />City Administrator <br />City of Little Canada <br />515 Little Canada Road E <br />Little Canada, MN 55117 -1633 <br />Dear Mr. Hanson: <br />RE: City of Little Canada <br />Labore Road Traffic Control <br />5131-I No. LITTC 125510 <br />At your request we have conducted an evaluation of intersection control for the intersections of Arcade <br />Street and Cherry Hill Lane/Pinetree Court with Labore Road. Our evaluation included: <br />o 'the collection of traffic volume data for the approaches to the intersections. <br />o Review of previous traffic count and speed data collected by the Ramsey County Sheriffs office. <br />o Estimate of traffic from the the new Pinetree Court development and future development to the <br />east that would connect to Cherry Mill Lane and to Labore Road north of Cherry Hill Lane. <br />o A review of the area including available sight distance. <br />o Review of vehicle crash data. <br />o Evaluation of warrants for intersection control as established by the Minnesota Manual on <br />Uni form Traffic Control Devices (MN WITCO). <br />o Review of potential traffic calming techniques. <br />I3aelcground <br />Currently the intersection of Lahore Road and Arcade Street is a 2 -way stop for motorists traveling <br />northbound and southbound on Arcade Street. "Cross Traffic Does Not Stop" signs are present in both <br />directions and located below the stop signs. The Cherry Hill Lane intersection currently has a stop sign <br />present for northbound traffic on Cherry Hill Lane, with Pinetree Court developing to the north. The <br />speed limit for both Arcade Street and Lahore Road is 30 mph and street lights are located at both <br />intersections. <br />Traffic Cornets <br />Traffic volumes are required in conducting a warrant analysis following the MN MUTCD.
