MINUTES <br />CITY COUNCIL <br />NOVEMBER 25, 2013 <br />ADDITIONAL The City Administrator reported that Xcel Energy has submitted an <br />XCEL invoice in the amount of $10,882 for additional undergrounding charges <br />COSTS- associated with the Phase I Rice Street reconstruction project. This was <br />HIGHWAY 36- additional work needed in the vicinity of Viking Drive that was outside <br />RICE STREET the original scope of the Rice Street project and for boring the lines versus <br />PROJECT open cutting that was initially planned. The Administrator indicated that <br />the work has been done, and staff is recommending approval of this <br />invoice. <br />The Administrator indicated there is still an outstanding issue with Xcel <br />Energy for costs associated with relocation of some of their utilities. He <br />indicated that he is discussing this issue with the City of Roseville, and <br />will come back with a recommendation to the Council. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -11 -215 — AUTHORIZING PAYMENT TO <br />XCEL ENERGY IN THE AMOUNT OF $10,882 FOR ADDITIONAL <br />UNDER GROUNDING CHARGES ASSOCIATED WITH THE RICE <br />STREET PHASE I PROJECT AS RECOMMENDED BY THE CITY <br />ADMINISTRATOR IN HIS REPORT DATED NOVEMBER 22, 2013 <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />RICE STREET The Administrator reported that the County needed easements from two <br />PHASE I City properties for the Rice Street Phase I project. These properties are <br />EASEMENTS the former Hostess Outlet Store and a vacant lot at Highway 36 and Rice <br />Street. At the time, the City was in the process of acquiring the outlet <br />store, and suggested that the County delay acquisition of the easement <br />until the City's purchase was completed. The County has now submitted <br />the easement documents, and staff reminded the County that the City <br />would like to be compensated for these easements in a manner similar to <br />what was done with other property owners. The compensation for the <br />City property at Rice and County Road 13-2 is $97,300, or $12 per square <br />foot based on the City's appraisal of the entire property. The <br />compensation for the vacant lot at Highway 36 and Rice Street is $36,660 <br />or $15 per square foot. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -11 -216 — GRANTING THE EASEMENTS <br />TO RAMSEY COUNTY FOR THE RICE STREET PHASE I <br />6 <br />
