MINUTES <br />CITY COUNCIL <br />NOVEMBER 25, 2013 <br />CONSTRUCTION <br />MANAGEMENT <br />SERVICES FOR <br />PUBLIC WORKS - <br />PARKS FACILITY <br />PROJECT AND ACCEPTING PAYMENT FOR THESE EASEMENTS <br />AS OUTLINED IN THE CITY ADMINISTRATOR'S REPORT <br />DATED NOVEMBER 22, 2013, AND AUTHORIZING THE CITY <br />ADMINISTRATOR TO EXECUTE THE EASEMENTS ON BEHALF <br />OF THE CITY <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The Administrator reported that the easement dollars will go into the <br />Infrastructure Fund and could be used toward the cost of burying the <br />powerlines on the Rice Street Phase II project. <br />The City Administrator reported that the City sent out a Request for <br />Proposal (RFP) for construction management services on a new Public <br />Works /Parks Facility. Seven RFPs were received and the City Council <br />interviewed three firms, EDS, James Steele Construction, and Bossardt <br />Corporation. The Administrator reported that any of the firms submitting <br />RFPs could do the work; and indicated that the firms interviewed all did <br />an excellent job. Based on the interviews, City staff was instructed to <br />clarify the parameters of the project with each of the firms as well as their <br />pricing. The Administrator reported that James Steele Construction's <br />proposal had included examples of reimbursable expenses, some of which <br />would not be applicable to the City's project, as well as clarified the cost <br />for the on -site superintendent. The Administrator reported that based on <br />the clarifications made, the following are the fee estimates: <br />James Steele Construction - $151,100 <br />EDS Builders - $152,550 <br />Bossardt Corporation - $189,567 <br />The Administrator reported that he has done some reference checking and <br />all firms have received excellent references. <br />The Council agreed that all three firms could do an excellent construction <br />management job for the City. McGraw indicated that along with each <br />firm's experience, he was impressed with the individuals' educational <br />credentials. <br />The Administrator noted that each firm brings a little something different <br />to the table. EDS would have one individual handle the project from start <br />to finish; Bossardt is a true agency construction management firm; James <br />Steele Construction is experienced in several project delivery methods. <br />7 <br />
