MINUTES <br />CITY COUNCIL <br />DECEMBER 11, 2013 <br />Administrator stated that he would have appointment of Council <br />representatives to this study committee on the December 18, 2013 Council <br />agenda for action. <br />Next discussed was duty crews, with it noted that at the October 91h <br />Council Workshop meeting the Council agreed to fund duty crews for <br />2014 with a six month review of outcomes. <br />The next issue discussed was special events, with the City Administrator <br />recommending that special event funding be removed from the budget <br />with the City providing like dollars to fund something that the Fire <br />Department is paying for from their other revenue sources. The <br />representatives of the Fire Department were resistant to do so, suggesting <br />that this puts special event funding at risk should their other revenue <br />sources cease to exist. There was additional discussion about potential <br />ramifications of special event funding. The consensus was to have <br />additional discussion of this matter as part of the 2015 Budget. There was <br />also some discussion relative to the Fire Department providing more <br />information relative to their operations and activities to the general public, <br />promoting the organization as a whole. <br />WARMING The budget for the warming house project was discussed and clarified <br />HOUSE as follows: <br />PROJECT <br />REVIEW $150,000 City Budget Amount for Warming House Bldg. <br />- 10,000 Amount Spent by City for Architectural Services <br />$140,000 Remaining City Dollars for Warming House Bldg. <br />Up to $20,000 Donation from LCRA provided building <br />constructed as designed <br />$10,000 Retaining Wall Cost — City Dollars <br />$15,000 Utility Costs — City Dollars <br />It was noted that given the total project estimate was $195,000, there a <br />appear to be adequate funds available to proceed with the project as <br />designed. The Finance Director indicated that she would account for this <br />this project in the 2014 Budget as three separate line items as follows: <br />$160,000 Warming House Building Costs <br />($170,000 less $10,000 already spent by City) <br />$10,000 Retaining Wall Cost <br />$15,000 Utility Costs <br />$185,000 Total Project Costs <br />6 <br />
