MINUTES <br />CITY COUNCIL <br />DECEMBER 11, 2013 <br />Dick Krumm, project architect, indicated that his estimate for the retaining <br />wall exceeds $10,000, but suggested that rather than putting in a versa - <br />lock wall system, utilizing the same materials as were just used on Little <br />Canada Road should reduce the cost down to the $10,000 figure or below. <br />It was also noted that keeping the wall at a 4 -foot height or less will <br />eliminate the need for fencing on top of the wall. <br />Krumm indicated that the next step would be to go out for bid for the <br />various project components to determine actual pricing. There was <br />discussion of the fact that as construction manager obtaining quotes for the <br />various project components, Krumm will have the ability to negotiate each <br />component to ensure the best pricing for the City. There was also <br />discussion on the savings that will result in the City not having to pay <br />sales tax beginning in 2014. The City Administrator indicated that he <br />would provide Krumm with information on the sales tax exemption that <br />was recently put out by the League of MN Cities. Krumm estimated that <br />he would have final project numbers for Council consideration in January. <br />Annie Liebel, LCRA, read a letter from LCRA President Mike Morelan <br />outlining the Little Canada Recreation Association's support for this <br />project and their offer to donate up to $20,000 toward the project provided <br />that it is constructed as designed. The Council thanked LCRA for their <br />generous offer as well as the continued support of Little Canada's <br />recreation programs and facilities. It was noted that LCRA donated <br />$120,000 for the construction of the skateboard park. <br />The City Administrator indicated that at the December 1 8th Council <br />meeting, the agenda will include authorization of RVK Architects to <br />obtain bids /quotes for the warming house project. <br />SEASONAL The City Administrator presented proposed wage scales for seasonal <br />WORKERS employees. He noted that the 2014 starting wage for both Parks & <br />SALARY Public Works Seasonal Workers and Rink Workers are proposed to <br />SCALES remain at 2013 levels. The various step amounts are proposed to increase, <br />however. The Administrator noted that the Rink Worker pay scale is $.50 <br />more per step than the Parks & Public Works Seasonal Worker scale. The <br />reason for this is that only adults are hired as Rink Workers given one of <br />their duties is to supervise young children that may be dropped off at the <br />rink. Secondly, Rink Workers are required to come in for limited and late <br />evening hours to do rink flooding. <br />7 <br />
