MINUTES <br />CITY COUNCIL <br />DECEMBER 18, 2013 <br />CONSTRUCTION <br />MANAGEMENT <br />CONTRACT <br />ARCHITECT <br />SELECTION FOR <br />PUBLC WORKS/ <br />PARKS <br />FACILITY <br />noted that some of the basis in making these projections is based on <br />transportation, with the Met Council taking the position that future <br />transportation improvements will need to be mass - transit or rail type of <br />improvements. The Planner indicated that updated Comprehensive Plans <br />will be due in 2018 and he anticipates that Little Canada will begin the <br />update process in 2016. <br />The City Administrator presented an updated draft of the construction <br />management contract with James J. Steel Construction for the Public <br />Works /Parks Facility. Modifications to the draft include deleting the <br />requirement for professional liability insurance given Steele Construction <br />will not design or build the facility. The architectural contract will contain <br />this requirement, however. The Administrator also recommended that the <br />contract include a reference to Steel Construction's revised proposal and <br />revised fee schedule in the Other Documents section of the contract. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -12 -236 — APPROVING THE <br />CONSTRUCTION MANAGEMENT CONTRACT WITH JAMES J. <br />STEELE CONSTRUCTION AS MODIFIED BY THE CITY <br />ADMINISTRATOR, AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Blesener noted that the City received 9 proposals for architectural services <br />for the Public Works /Parks Facility project, and 3 of those firms were <br />interviewed. Those firms interviewed were Oertel Architects, Ltd., HCM, <br />and BKV Group. Blesener indicated that as a result of the interviews and <br />additional review and consideration of the proposals, he supported Oertel <br />for architectural services for this project. Blesener noted, however, that all <br />three of the firms were highly qualified and capable. Blesener pointed out <br />that in further reviewing the HCM proposal, he noted that the key <br />personnel that would be assigned to the project had not worked together <br />previously as a team. Blesener felt that the Oertel team was highly <br />experienced in the type and size project that Little Canada is proposing. <br />He also noted that the Public Works Superintendent informed him that in <br />checking references, Oertel was very highly recommended. <br />16 <br />
