MINUTES <br />CITY COUNCIL <br />DECEMBER 18, 2013 <br />TEXT <br />AMENDMENT - <br />AUTO USE <br />MORATORIUM <br />The Planner then reviewed the chart that was drafted outlining the various <br />storage scenarios, the additional definitions related to the storage issue, as <br />well as the graphic depicting the various storage locations and categories. <br />The Planner noted that this information was updated based on the <br />discussion that occurred at the last Council and Planning Commission <br />workshop on this subject. <br />Montour felt that the chart and graphic will make this issue more easily <br />understandable for residents. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Boss, seconded by Keis, the public hearing was closed. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013-12-227 — APPROVING A TEXT <br />AMENDMENT TO ZONING CODE SECTIONS 903.020.0. AND <br />903.050 FOR STORAGE AND PARKING ON RESIDENTIAL <br />PROPERTIES AS RECOMMENDED BY THE CITY PLANNER AND <br />THE PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Blesener opened the Public Hearing to consider a Text Amendment to <br />Zoning Code Sections 91 1, 912A, and 914 related to Auto Use <br />Moratorium and consideration of amended regulations for Automobile <br />Sales, Service, and Storage. The Planning Commission has recommended <br />approval of this Text Amendment subject to the recommendations of the <br />City Planner. <br />The City Planner reported that the City has been studying the issue of <br />auto - related uses, which exist primarily in Ryan Industrial park as well as <br />some business districts where auto - related uses are allowed. In studying <br />the enforcement issues that the City has had related to these uses, a <br />number of alternatives were explored. The result is two recommendations. <br />The first relates to the regulation of "Motor Vehicle Sales, Indoor ". The <br />Planner noted that part of the State's licensing requirements for an Indoor <br />Vehicle Sales License is that there must be a minimum of five indoor <br />vehicle sales display spaces. Given that the Indoor Sales License is <br />typically held by a business that also has an Auto Repair License, the <br />8 <br />
