PAID TIME <br />OFF (PTO) <br />MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 6, 2014 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 6th day of <br />January, 2014 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 5:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Michael McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Finance Director Ms. Sharon Provos <br />City Clerk Ms. Kathy Glanzer <br />It was noted that the purpose of this workshop meeting was to discuss <br />additional parameters relative to Paid Time Off (PTO). The issues to be <br />discussed relate to Short Term Disability (STD) and Carry -Over of unused <br />PTO from one year to the next. <br />With regard to STD, the City Clerk noted that the Cities of Shoreview and <br />Roseville self - ensure STD. She described the key factors in the <br />Shoreview and Roseville programs. The Clerk also reviewed pricing that <br />was obtained if the City were to purchase a Short Term Disability policy, <br />noting the pricing for various implementation dates. <br />Based on the information that was reviewed, the recommendation to the <br />Council was that the City self - insure for STD, charging employees a $10 <br />monthly premium that would be paid with post tax dollars. The result <br />would be that benefits would not be taxed. The proposed benefit amount <br />would be 2 /3rds the employee's rate of pay with STD benefits beginning <br />on the 15°i calendar day running through the 90°' day when Long Term <br />Disability (LTD) benefits would begin. If an employee would qualify for <br />STD, they would be allowed to use Deferred Sick Leave, P'I'O, or a <br />combination of the two to get them to the 15th day when STD benefits <br />would begin. <br />
