MINUTES <br />CITY COUNCIL <br />JANUARY 6, 2014 <br />The Clerk pointed out that should the Council support the STD program as <br />proposed, the recommendation would be that the carry -over of unused <br />PTO could remain at the 30 day maximum that was approved. This is <br />because STD would bridge the gap to LTD, making a higher carry -over <br />amount unnecessary. <br />The Council was in support of the self - insured STD program as <br />recommended as well as retaining the carry -over maximum at 30 days. <br />Council asked how the premiums collected from employees would be <br />administered. The City Administrator indicated that they would be held in <br />a separate account; thus, subsequent use of those funds for STD claims <br />could be tracked. <br />It was indicated that PTO was put in place effective 1/1/14 under the <br />parameters approved on December 18, 2013. Those parameters will be <br />adjusted based on this evening's consensus. The Clerk noted that a PTO <br />Policy will be drafted and will be presented to the Council for formal <br />adoption at an upcoming Council meeting. <br />PUBLIC Blesener reported that the Public Works Design Committee toured <br />WORKS public works facilities at Hugo, Vadnais Heights, and White Bear Lake. <br />BUILDING Blesener highlighted some of the pros and cons of the facilities toured <br />TOUR for the Council. He noted that the first formal meeting of this Committee <br />will be held tomorrow morning at 8:00 a.m. <br />ADJOURN <br />The City Administrator reported that the City is still working on vacating <br />previous tenants from the building. That situation should be resolved <br />shortly. <br />The Administrator also noted that recent soil borings on the site showed <br />contaminants in every boring. However, 2006 boring tests were clean. <br />The Administrator indicated that a response action plan will have to be <br />done with the State. The Administrator felt the situation should not be an <br />issue, however, as long as the contamination is contained and not <br />disturbed.
