and implement an appropriate level of streetscape <br />treatments for Little Canada Road as well as the other <br />streets in the redevelopment area. To do so, we should <br />obtain proposals from landscape architects, urban <br />design specialists, or civil engineers familiar with <br />this discipline to perform the needed services. City <br />staff can prepare this Request for Proposals. <br />Recommendation: Obtain proposals for streetscape <br />treatment for Little Canada Road which can be used to <br />aid us in re- development of other streets within the <br />project area. <br />3. Acquire property needed to achieve objectives of the <br />development guide. <br />This action has been set in motion by the City Council. <br />With appraisals serving as the basis of negotiation, <br />City staff should be able to handle this item. <br />Recommendation: The City Council will need to define <br />properties to be acquired over the long term through <br />assistance of City staff and City Planner. City staff <br />should then conduct initial negotiations after receipt <br />of appraisal. <br />4. Promote additional green space adjacent to Round Lake. <br />The Ramsey - Washington Metro Watershed District is a key <br />resource in this area. The City Engineer also needs to <br />be involved from the standpoint of designing storm <br />sewer infrastructure for the redevelopment area. <br />Recommendation: Initial contacts should be made by <br />City staff to the Watershed District to ask for their <br />assistance in developing a plan of action regarding <br />storm water treatment of Round Lake. The City Engineer <br />should also be involved in working on this plan, <br />integrating these concepts with storm sewer <br />infrastructure for the redevelopment area. <br />5. Create strategy for implementing proposed road changes. <br />This item is similar to strategy #2 relative to Little <br />Canada Road and the need for consultants to assist in <br />establishing streetscape and roadway design. Issues <br />relative to realignment of Market Place Drive with <br />County Road C2 and the vacation of First Bank Drive are <br />in progress and will not be implemented in the near <br />term. Coordination with Ramsey County for future Rice <br />Street improvements will be a longer range objective. <br />Initial discussions have already commenced in this <br />area. <br />PAGE 25 <br />
