11. Work with Roseville to meet common development <br />objectives. <br />City staff has already made contact with Roseville. A <br />meeting will be set up in the near future to discuss <br />the development guide with their City Manager and <br />Community Development Director. <br />Recommendation: Proceed as indicated with the <br />understanding that this is an on -going process that <br />will require continued contact between the staff of the <br />two cities. <br />12. Incorporate development guide into the Comprehensive <br />Plan. <br />This will be a function of the City Planner as part of <br />our Comprehensive Plan update. <br />Recommendation: Have this item completed by City <br />Planner as part of the Comprehensive Plan update <br />process. <br />13. Seek legislative authority to establish special service <br />district. <br />This has been discussed with Rusty Fifield and he will <br />get us examples of this legislation. Upon direction of <br />the Council, staff can forward this on to our area <br />legislators in order that they may sponsor a bill in <br />the next legislative session. <br />Recommendation: Proceed as indicated above. <br />14. Participate in the local community's program. <br />Actions have already been taken in this regard. <br />Recommendation: Existing staff will handle this <br />requirement. <br />15. Solicit proposals from developers. <br />See attached memo from Rusty Fifield. <br />Recommendation: Define criteria needed to evaluate <br />RFPs. Decide if consultant services are needed to <br />complete this task. It should be noted that with <br />appropriate definition of objectives, existing staff <br />can solicit the RFP's. Our fiscal advisors and City <br />Planner would then be used to help evaluate the <br />proposal. <br />After reviewing this information, the key issue that appears to <br />need immediate action is soliciting proposals for consulting <br />services to assist in design of roadway improvements and related <br />streetscape. Ramsey County's determination of alignment issue <br />should be completed before we have consultants get too far into <br />this project.
