8 <br />November 9 Request for certification sent to County. <br />District filed with State Auditors Office. <br />Modify Development Programs and TIF Plans for Other Related TIF Districts <br />Rationale: Three other tax increment financing districts can play a role in the Development <br />Guide: #3, #2 -1 and #5. TIF Plan and Development Program amendments are needed to <br />provide proper application to implementation of the Development Guide. For each District, <br />the specific changes include: <br />• Expanding the boundaries of the applicable development district to include more parts of <br />the Rice Street - Little Canada Road area. <br />• Amend plan budget to include expenditures related to the Development Guide. <br />• Amend authorizations for bonded indebtedness. <br />• Add parcels of land that can be acquired through use of TIF funds from the district. <br />Amending the TIP Plans to make these changes requires a formal hearing process. <br />Actions: <br />• Create and implement Plan amendments. <br />Financial Implications: Cost of these amendments should not exceed $1,000. <br />Time Frame: The process is subject to the same process and time constraints as the creation of <br />a new district. If possible, these amendments should be done in conjunction with the proposed <br />recreation of TIF District #3 -1. <br />Make organizational changes to encourage implementation of the Development <br />Guide <br />Rationale: The Implementation Section makes two important points: (1) The City of Little <br />Canada plays a critical role in the implementadon of the Development Guide; and (2) Many <br />actions are likely to occur over the next 24 months.
