OCT 06 '95 12:51PM EHLERS & ASSOCIATES P.2 /5 <br />40 YEAR ANNIVERSARY <br />EMORAMDUM <br />TO: City of Little Canada <br />FROM: Rusty Fificld <br />SUBJECT: Implementing the Development Guide <br />Soliciting Developer Proposals <br />DATE: October 5, 1995 <br />One the implementation steps in the Development Guide is to "Solicit proposals <br />from developers". The City Council has expressed interest in pursing this <br />implementation step as soon as possible. The purpose of this memo is to discuss the <br />issues involved with the RFP process. From my perspective, there are three key <br />issues: <br />1. Site - Where will development occur and does the City control the site? <br />2. Finance - What are the financial parameters for the City's participation in the <br />project? <br />3. Criteria - What does the City expect from the developer? <br />Site <br />To solicit developer proposals it is important to own or control the site to be <br />developed. Control of the site means that the City can act on the developer <br />proposal. The developer can focus on the design and implementation of the project <br />without concerns over assembling the site. Site ownership also creates a means of <br />providing financial participation in a project. <br />The northeast corner of the Rice Street and Little Canada Road intersection is a <br />candidate for a RFP process. It is a key location in the redevelopment a The <br />parcel on the corner is vacant.
