9 Actions: • Assign the EDA the responsibility for the implementation of the Development Guide. • Amend the resolution establishing and empowering the EDA to grant it the powers of a Housing and Redevelopment Authority. • Continue to have the City Council serve as the EDA and determine the appropriate long- term membership of the EDA. • Include funding for the EDA as part of the 1996 Budget. • Retain the services of a qualified consulting firm(s) to assist the EDA with the implementation of the Development Guide. Financial Implications: The additional expenses of these recommendations will be tied to the nature of the consulting relationship. The additional expense should be offset by the benefits derived from the timely and successful implementation of the Development Guide. The ability to use tax increment revenues to pay for administrative expense is a source of funding. Time Frame: Immediate Amend the zoning ordinance to serve as tool for implementation Rationale: A major rethinking of commercial development patterns in this part of Litde Canada will require new zoning for this area, and reconsideration of surrounding land uses. The commercial areas along Rice Street should be distinct along the street, forming nodes of commercial activity at the important crossroads. To do otherwise will encourage the sprawl of commercial development on Rice Street from STH 36 to I -694. To keep focus on Little Canada Road area as the commercial center of the community, other nodes must be kept smaller. The ends of Rice Street at Highway 36 and Interstate 694 should have an orientation to the larger metropolitan area, and encourage larger, more franchise oriented development or larger scale office or corporate development.
