A Partnership for Local Protection and Management of Natural Resources <br />MEMORANDUM OF UNDERSTANDING <br />Between Ramsey - Washington Metro Watershed District <br />and the Cities of Little Canada, Maplewood, North St. Paul, St. Paul, Vadnais Heights, <br />and White Bear Lake <br />This agreement is made between the Ramsey - Washington Metro Watershed <br />District and the Cities within the District for creation and support of a Natural <br />Resources Board for the Phalen Chain of Lakes Watershed and implementation <br />of the Phalen Chain of Lakes Watershed Natural Resources Plan. <br />The District and the Cities agree that: <br />1. They will create a Natural Resources Board for the Phalen Chain of Lakes <br />Watershed. The Board will include members representing each city and the <br />Watershed District. These members will appoint additional members, including <br />at least one member each representing local business and development interests, <br />lake associations, environmental groups, educators, and the Ramsey County <br />Board. The Natural Resources Board may appoint additional members <br />representing other local organizations with interests in the natural resources of the <br />Watershed at its discretion. Ex- officio (non- voting) members of the Board will <br />include the Administrator of the Watershed District, and designees of the Minnesota <br />Department of Natural Resources and University of Minnesota Department of <br />Landscape Architecture. <br />The Board will include 12 to 20 voting members. <br />2. The Natural Resources Board's functions will include the following: <br />Coordinate implementation of the Phalen Chain of Lakes Watershed <br />Natural Resources Plan; <br />Work with Local governments and others in the Watershed to identify and <br />consider natural resources issues and recommend actions or <br />solutions; <br />Identify and implement demonstration projects that protect and enhance <br />the natural resources and educate citizens and local governments <br />about natural resource issues in the watershed; and <br />Provide staff assistance to cities in reviewing development proposals, <br />developing open space plans, or other activities as requested, to <br />implement the recommendations of the Natural Resources Plan and <br />Board. <br />Page 3 <br />
