Through the Development Guide, the City encourages developers to demonstrate <br />commitment to the redevelopment vision. <br />Too often, commercial buildings are built to respond to an immediate opportunity, and their <br />utility may not last over any length of time. Facelifts to existing buildings are sometimes little <br />more that cosmetic, and when the shine fades, it will require another renovation. As a result, <br />areas that have these kinds of buildings seem to be in a constant state of transition. As this area <br />redevelops, the buildings should be designed to be flexible enough to accommodate changes <br />in the market, and should have design qualities that are more timeless. <br />Actions: <br />► Create a set of design guidelines for new development in the area, and charge the <br />Planning Commission (or a Design Review Board) with review authority. <br />• Use the City Planner or engage another consultant, at least initially, to review <br />development proposals for conformance to the design guidelines, and to make <br />adjustments to the design guidelines where necessary or required to facilitate <br />development as desired by the City. <br />Financial Implications: Design guidelines present two forms of financial implications. The first <br />is the expense of consulting services to assist with the creation and implementation of the <br />guidelines. This cost can be identified through negotiation with a qualified consultant. The <br />second aspect is the cost of providing financial incentives and assistance to comply with the <br />guidelines. <br />Time Frame: This issue must be addressed in the near future. These guidelines will be needed <br />to evaluate and shape specific development proposals. Prompt decisions on the guidelines will <br />also provide direction for decision making by current businesses. <br />Work with Roseville to meet common development objectives <br />Rationale: Occupying the west side of Rice Street, Roseville has a vested interest in the success <br />of the Development Guide. The vision of the Rice Street - Little Canada Road Development <br />Guide will have the greatest impact if implemented on both sides of Rice Street. <br />Roseville residents are a strong customer base for businesses in the area.
