Planner to find the best approach to integrate the Development Guide into the Comprehensive <br />Plan. <br />Actions: <br />► Work with City Planner to prepare written and graphic links from Comprehensive Plan <br />to Development Guide. <br />► Incorporate Development Guide as an attachment to the Comprehensive Plan. <br />Financial Implications: No additional costs are expected. <br />Time Frame: Occurs in conjunction with the completion of the Comprehensive Plan update <br />process. <br />Seek legislative authority to establish special service district <br />Rationale: A special service district has two applications to the implementation of the <br />Development Guide. It can be used to finance the construction of public improvements in the <br />Area. Perhaps more importantly, the service district can raise money to pay for the <br />maintenance of improvements. Monies raised from the service district could be used for such <br />maintenance activities as the care of amenities and operation of common parking areas. <br />Creating the special service district is a two step process. Special legislation is needed to use <br />the statutory powers of a special service district. Following legislative approval, the City must <br />be petitioned by property owners to begin the process of establishing the district and levying <br />taxes to pay for projects. The use of this tool offers a good example of the need for pubic - <br />private partnerships. The City can gain the authority, but it cannot be used with the support <br />of affected property owners. <br />Actions: <br />• Meet with local legislators to explain the Development Guide. <br />► Work with local legislators to obtain special legislation in 1996. <br />Financial Implications: No direct costs are anticipated to obtain legislative authority to establish <br />a special service district.
