IParticipate in Livable Communities Program <br />Rationale: While the primary focus of the Development Guide is non - residential development, <br />residential property is currently and will continue to be an integral part of the Rice Street - Little <br />Canada Road Area. The decision to participate in the Livable Communities Program opens <br />the door to funding programs that may have application to the implementation of the <br />Development Guide. In addition to housing incentives, the Program gives participating cities <br />access to funding for environmental clean-up projects. The Legislature and the Metropolitan <br />Council may continue this approach in the future, linking housing to other programs. <br />The Livable Communities Program is currently in its developmental stages. The Metropolitan <br />Council is preparing guidelines for taking the Program from enabling legislation to actual <br />operation. <br />Actions: <br />► Monitor Metropolitan Council efforts to design Program and provide input on how it <br />could apply to Little Canda. <br />► Submit intent to participate and initial housing goals. Submit alternative goals if those <br />proposed by the Metropolitan Council are not acceptable. <br />► Prepare plan for achieving goals with linkages to the Development Guide. This plan <br />could also be connected to the update of the Comprehensive Plan. <br />Financial Implications: This step should have positive financial implications. The intent is to <br />broaden the overall community development financial resources available to the City. The <br />decision to participate in the Program does not result in any additional expense. Any expense <br />related to the creation of the plan to meet the goals will depend upon the approach used in its <br />creation. <br />Time Frame: Key actions for participation in the Program occur over the next year. <br />Solicit proposals from developers <br />Rationale: It is important to distinguish between marketing and the solicitation of proposals. <br />Marketing distributes materials to potential developers in hopes that they will undertake a <br />project in Little Canada. The nature of this solicitation in general and open - ended. A request <br />for proposals (RFP) has more specific objectives They tend to be site specific. The City <br />should define its objectives for the development and the criteria for evaluating proposals. <br />The solicitation of development proposals is not an universal implementation strategy.
