► Work with Ramsey County to improve runoff from roadways, especially related to the <br />reconstruction of Little Canada Road. <br />► Acquire properties near the outlet of the existing storm sewer system at Round Lake <br />in order to achieve water quality improvement before this runoff enters the lake. The <br />feasibility of this action should be reviewed to ensure a treatment system of adequate <br />size can be achieved based on discharge velocity from the existing pipe. Coordinate <br />improvements with the need for [limited] public access to Round Lake. <br />► Include these activities as tax increment eligible expenditures in the plans for 1'lk� <br />districts #3 -1, #2 -1, #3 and #5. <br />Financial Implications: There are many variables to the financing of this implementation step. <br />Funding from County and State sources could reduce the demand on local resources. The <br />implications are directly related to the reconstruction of Little Canada Road. The southerly <br />route makes this step part of the project. The northern route requires that other funds be used <br />to acquire the parcels between Little Canada Road and Round Lake. <br />Time Frame: Immediate. <br />r5 < Create strategy for implementing proposed road changes <br />Rationale: The street system is a key element of the development concept. It encourages <br />development, facilitates vehicle and pedestrian movement, and enhances the aesthetics of the <br />redevelopment area. <br />The current pattern of streets and blocks defines the development area into reasonably sized <br />parcels for redevelopment, but opportunities exist for simple changes that further the <br />redevelopment goals of the city and promote ease of traffic flow. Curbs cuts along Rice Street <br />and Little Canada Road are numerous, and result in confusing and sometimes difficult turning <br />and access to businesses. <br />There is little about the existing Rice Street or Little Canada Road environment that <br />encourages drivers to move more slowly. The area is largely undistinguished from the rest of <br />Rice Street, with little unity or quality aesthetics. The introduction of pedestrian scale street <br />lights, street trees and plantings, and other street amenities will slow traffic, creating a safer <br />vehicle and pedestrian environment while providing consistency and unity for the <br />redevelopment area. <br />Convenient parking at the Market Place seems limited because Market Place Drive (a private <br />street) separates the building from large areas of inconsistently used or unused parking. <br />Implementation [Draft - September 1, 1995] Page 4+7 <br />Page 88 <br />
