Parking on the same side of the street as the building will likely solidify the continued <br />occupancy of the Market Place, but would require relocation of Market Place Drive. <br />The area is not currently served by sidewalks, even though research indicates that over 10,000 <br />people live within one mile of the area. Sidewalks would provide a way for pedestrians to <br />move about safely, with their presence enlivening the street. A well considered sidewalk <br />network within the redevelopment area will also allow for shoppers to park once and shop <br />twice (further reducing traffic, especially short trips, within the area). <br />The properties south of Little Canada Road and along Rice Street prevent visibility to the <br />larger undeveloped parcel to the east. In order for this piece to be developed, it must have a <br />more significant presence on a street, or it must be combined with the parcels on Rice Street. <br />The former option will allow for smaller scale development, providing a better transition to the <br />Lakeside Apartments. The latter option would likely result in a very Large expanse of asphalt <br />along Rice Street. <br />If a goal is to encourage people to park once and shop twice, then the path between <br />destinations must be interesting. People never seem to mind walking in a real "downtown" <br />or through areas where they might encounter nature in some form; but they will not walk <br />across a barren parking lot even if the distance is not that great. The real opportunity for <br />moving from store to store will be along a street that is geared to pedestrians. <br />Traffic movement through the redevelopment area would be facilitated by making more direct <br />connections and more clear intersections, especially at the zone along Rice Street between First <br />Bank Drive and Market Place Drive, including the County Road C2 intersection in Roseville. <br />As Little Canada Road is a county turnback project (scheduled for 1997) and Trunk Highway <br />49 is a federal trunk highway turnback project (scheduled for work in 1997 to 2002), a great <br />opportunity exists to use these projects as catalysts for redevelopment. <br />Actions: <br />► Create, design and finance plans for Market Place Drive and Middle Street. <br />► Negotiate roadway and parking issues in conjunction with redevelopment of Market <br />Place. <br />► Vacate the existing Market Place Drive and reconstruct new Market Place Drive to align <br />with County Road C2.
