MINUTES <br />PARK AND RECREATION COMMISSION <br />MARCH 3, 1994 <br />for park acquisition so that the City acquires it when it <br />does go on the market. <br />Wehrle pointed out that the City has already done this to <br />some extent. Wehrle pointed out that sometimes a <br />property is available, but the City would not know it if <br />it does not ask. <br />Remerowski asked if the amount of park property the City <br />has met Metro averages. <br />Sanders replied that the Park Master Plan does meet the <br />norms, and any additional sites would exceed the norm. <br />Sanders pointed out, however, that the Park Master Plan <br />does not plan for any large additional sites. <br />Wehrle pointed out that a piece of trail property is <br />missing in the Westwinds area as well as from Payne <br />Avenue to Edgerton. There is no trail connection from <br />Payne Avenue to Pioneer Park, and there is a parcel for <br />sale along Edgerton that fits into the powerline trail <br />system. <br />Remerowski asked how much additional park property the <br />Park Master Plan indicates is needed. <br />Wehrle replied that not a great deal of additional park <br />land is indicated in the Plan, again pointing out the <br />missing pieces of the powerline easement, and the need <br />for a neighborhood park in the Jackson Heights area. <br />Remerowski pointed out the discussion at the Council <br />level for use of park acquisition funds for other than <br />land purchases. <br />Wehrle stated that his recommendation would be not to use <br />these funds for other purposes at this time. <br />The Director pointed out the discussion of using these <br />funds to pay for the City's share of road improvement <br />costs for improvements that abut park properties. The <br />Director felt this was contrary to the reasons why the <br />fund was established in the first place. The Director <br />stated that he would prefer to see park acquisition funds <br />used for improvement and maintenance of the City's park <br />system before using the funds to pay for assessments. <br />4 <br />Page 77 <br />
