MINUTES PARK AND RECREATION COMMISSION MARCH 3, 1994 for park acquisition so that the City acquires it when it does go on the market. Wehrle pointed out that the City has already done this to some extent. Wehrle pointed out that sometimes a property is available, but the City would not know it if it does not ask. Remerowski asked if the amount of park property the City has met Metro averages. Sanders replied that the Park Master Plan does meet the norms, and any additional sites would exceed the norm. Sanders pointed out, however, that the Park Master Plan does not plan for any large additional sites. Wehrle pointed out that a piece of trail property is missing in the Westwinds area as well as from Payne Avenue to Edgerton. There is no trail connection from Payne Avenue to Pioneer Park, and there is a parcel for sale along Edgerton that fits into the powerline trail system. Remerowski asked how much additional park property the Park Master Plan indicates is needed. Wehrle replied that not a great deal of additional park land is indicated in the Plan, again pointing out the missing pieces of the powerline easement, and the need for a neighborhood park in the Jackson Heights area. Remerowski pointed out the discussion at the Council level for use of park acquisition funds for other than land purchases. Wehrle stated that his recommendation would be not to use these funds for other purposes at this time. The Director pointed out the discussion of using these funds to pay for the City's share of road improvement costs for improvements that abut park properties. The Director felt this was contrary to the reasons why the fund was established in the first place. The Director stated that he would prefer to see park acquisition funds used for improvement and maintenance of the City's park system before using the funds to pay for assessments. 4 Page 77
