MINUTES
Parks & Recreation Commission •
August 3, 1995
ST PAUL WATER Sanders felt there was no advantage to the Cityr "owning the
DEPT LAND St. Paul Water Department's wetland property in the
northwest corner of Little Canada. He felt that Ramsey
County was more staffed to maintain the property.
Remerowski agreed stating that the area does not contain
much residential use and it would serve the County better.
Sanders stated that the County is capable of dealing with
wildlife and wetland issues. However, he felt that the City
should still pursue possible placement of a trail around the
wetland at some point. He felt the City could work with the
County and the Water Department on this issue in the future.
Holm asked if the property in question was just the non-
developable land in that area. Sanders felt that was
correct.
C FIVE YEAR
CAPITAL IMP.
BUDGET/
PIONEER
PARKING
Remerowski recommended that the City not pursue acquisition
of the wetland property owned by the St. Paul Water
Department.
Motion seconded by Hartmann.
Motion carried 4 - O.
Remerowski stated that a recommendation must be made
tonight on the five year capital improvement budget and
the 10% budget.
Hartmann asked why DeSoto's parking is permanent and
Centerville's parking is temporary under the 1996 capital
improvement budget. He thought that they were both supposed
to be permanent. Johnson stated that Centerville will be
permanent in the future when there is more money available.
Hartmann stated that it did not make sense to him to
construct a temporary parking lot for $15,000. He felt the
money would be wasted.
Hartmann stated that Centerville Road is the "main drag"
where the majority of the people park first. He felt that
lot should be expanded first before the Desoto lot is made
permanent. He stated that Centerville parking should be
permanent, Desoto parking temporary, and the ban should be
lifted on one side of Desoto Street, then there would be
plenty of parking. Remerowski commented that the parking
ban was lifted already on one side of Desoto Street.
Remerowski commented that the residents of Centerville Road
have submitted a petition against added parking. He asked
each of the Commission members if they felt more parking was
needed at Pioneer Park.
Holm stated that he was not sure of the answer at this time
-2- Page 90
