MINUTES <br />CITY COUNCIL <br />MAY 1, 1991 <br />The City Administrator replied that the $2 per square <br />foot figure was used since that was the figure that the <br />developers had indicated an easement could be acquired <br />from the Plessel property when there were discussions <br />about the possibility of Costa Lane going north to <br />Allen Avenue. It was indicated during those <br />discussions that that figure was a reasonable one. <br />Costa felt the cost of the easement was too high and <br />did not feel the City should make money on the property <br />it purchased for $1.25 per square foot. <br />Scalze pointed out that the City has an appraisal of <br />the property when it was purchased a few years ago, and <br />suggested that perhaps another appraisal was in order. <br />Scalze noted that the $2 per square foot had been <br />indicated by the developers as a fair price to pay the <br />Plessel's for an easement, and that is why this figure <br />was included in the development agreement. <br />Biesener suggested that perhaps the City Administrator <br />should relook at what the property was purchased for by <br />the City. <br />The City Administrator pointed out that it was his <br />understanding that the developers had agreed to the $2 <br />per square foot, and that is the figure included in the <br />executed development agreement. <br />Scalze felt the matter should have been resolved in <br />development agreement negotiations and not at this <br />time. <br />Upon motion by Biesener, seconded by LaValle, the <br />public hearing was closed. <br />Mr. Biesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91 -5 -155 - ORDERING IMPROVEMENT NO. <br />d 90 -21, DESOTO STREET, AND AUTHORIZING THE CITY ENGINEER <br />TO PREPARE PLANS AND SPECS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Biesener, LaVaile, Scalze, Collova, Hanson. <br />Nays (0). <br />Resolution declared adopted. <br />The City Administrator reported that it will be <br />necessary to hold a special meeting on Monday, May 13th <br />to review and approval plans and specs and authorizing <br />Page 10 <br />c <br />
