MINUTES <br />CITY COUNCIL <br />MAY 1, 1991 <br />The City Engineer asked the residents along Desoto if <br />they are having any problems with their sewer and water <br />services to let City staff know since now would be the <br />time to have these replaced as part of the improvement. <br />Wickman pointed out that the improvement of Costa Lane <br />will make him a corner lot. Wickman asked if this will <br />create a tax liability against his property. <br />The City Engineer replied that since the improvement is <br />causing the Wickman property to become a corner lot, <br />the City would be hard - pressed to assess this property <br />as a typical corner lot. <br />Blesener pointed out that the City is requiring <br />adequate street right -of -way for Costa Lane adjacent to <br />the Wickman property, so that standard corner lot <br />setbacks can be maintained to this property. <br />Blesener explained that the City had some problems with <br />surmountable curbing in other areas of the City, and <br />asked that the City Engineer not specify curbing that <br />is too high. <br />Scalze asked about drainage of the area. <br />The City Engineer reported that he has asked for a <br />revised grading plan. The proposal is for ditches at <br />the back of the lots as well as alongside lot lines to <br />get run -off to the street. This will be verified when <br />the revised grading plan is submitted. <br />Scalze was concerned that the City might run into the <br />same drainage problems as it has in the Thunder Bay <br />area. <br />The City Engineer stated that the drainage that needs <br />to be addressed in this phase is only from the adjacent <br />lots, rather than from a large drainage area as in the <br />Thunder Bay situation. The City Engineer pointed out <br />that drainage can be handled adequately with ditches. <br />The Engineer also stated that compliance with the <br />grading plan will take some policing by the City staff. <br />Blesener pointed out that the improvement cost <br />estimates do not include easement acquisition. <br />Peter Costa was concerned that the proposal includes <br />easement acquisition for property along Pioneer Park at <br />$2 per square foot. Costa pointed out that the City <br />purchased the property at $1.25 per square foot. <br />Page 9 <br />
