MINUTES <br />CITY COUNCIL <br />DECEMBER 9, 1992 <br />the property to the north of Pioneer Park, and a shared <br />parking arrangement worked out. Bruce felt that the <br />City needed to be creative and look at programming, and <br />moving adult teams around. <br />Bruce asked about adult usage of the park. <br />Scalze replied that the City has always discussed <br />shared usage of the park. Scalze stated that she is <br />troubled by some of the problems with adult leagues, <br />and felt that enforcement was the answer. Scalze felt <br />that the adult teams must behave appropriately, <br />pointing out that there will be others using the park <br />when the adult teams are playing. It would not be <br />possible to separate the various uses of the park. <br />Bruce agreed that adults needed their recreational <br />space, too, but felt there was too much emphasis on <br />separating adult leagues. <br />Collova felt that citations should be issued to <br />ballplayers who are drinking in the park, feeling that <br />this would end the problem immediately. <br />Scalze acknowledged that adult teams do bring in <br />revenue, but indicated that the intent was not to make <br />Pioneer Park a commercial -type park. <br />Blesener reported that the directive the Council gave <br />was that adult leagues using the park should pay their <br />fair share. <br />Bruce pointed out that for things like tournaments, the <br />Canadian Days Celebration, etc., there could never be <br />enough parking. Therefore, the City must look for <br />creative ways to deal with the situation. <br />Steve Morelan asked if the long -term plan was to not <br />allow parking on Desoto. <br />Blesener replied that the City's intent was to keep the <br />street opened up so that residents did not have to look <br />at a line of cars. <br />Sanders noted that the Council did indicate a <br />willingness to allow parking on Desoto Street for <br />special events. The street was made extra -wide for <br />this purpose. <br />Scalze agreed, pointing out that it would be on a <br />limited basis for special events. <br />Blesener indicated that he does not agree with the Park <br />Page 16 <br />
