MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />Bruce stated that he felt additional parking was better <br />on the Centerville Road side of the park, and supported <br />another access for that parking lot to Centerville <br />Road. <br />Hanson pointed out the lack of consideration for the <br />handicapped in designing Pioneer Park. <br />The Park and Recreation Director reported that on <br />November 17th he sent a memo to the Park and Recreation <br />Commission outlining his proposal for scheduling <br />Pioneer Park for 1993. That memo should have been <br />copied to the City Council. The Director reported that <br />he never had any questions or comments to that memo. <br />The Director reported that he has had a lot of phone <br />calls regarding the availability of Pioneer Park <br />ballfields for the 1993 season both from adult and <br />youth teams. The Director felt that regardless of <br />whether youth or adult teams are programmed at the <br />Park, he feels there will be a shortage of parking. <br />The Director reported that he has discussed the <br />availability of the Kellogg and Capitol View facilities <br />with the School District, who informed him that the <br />City does have priority use of those facilities. <br />However, in discussing the matter with the Roseville <br />Parks and Rec Director, it was discovered that <br />Roseville has already programmed these facilities for <br />1993 since they had not heard from Little Canada that <br />we were interested in programming them this year. The <br />Parks and Recreation Director indicated that he did not <br />wish to take these facilities away from Roseville this <br />year in the interest of maintaining good relations with <br />Roseville. However, Roseville would be notified of the <br />City's interest in the fields for the 1994 season. <br />The Director indicated that he felt that his job was to <br />provide fields for both adult and youth usage. The <br />Director reported that he believes there are three <br />options to be considered for the 1993 season in trying <br />to maintain present usage. Those include implementing <br />the recommendation of the Parks and Recreation <br />Commission and adding the additional parking at Pioneer <br />Park; allowing parking on the west side of Desoto <br />Street similar to what was done during the 1992 season; <br />and keeping the scheduling the same and allowing <br />parking on an unpaved section of the Park location to <br />be decided by the Park and Recreation Commission. The <br />Director also suggested that the 1993 season be closely <br />monitored and needs addressed after the 1993 season. <br />The Director also proposed overflow parking for LCRA <br />fund raisers at the Park. The Director reported that <br />he is getting a lot of phone calls from members of the <br />Page 17 <br />
