MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />Scalze did not believe it fair to allow parking on the <br />west side of Desoto without getting the input from the <br />adjacent property owners. <br />The Director reported that he would minimize the <br />parking on Desoto as much as possible, and did not <br />believe there would be a big impact from the parking. <br />The City Administrator felt there were some policy <br />issues that needed to be addressed such as field usage <br />as well as the other information requested earlier by <br />Council Member LaValle. The Administrator felt that <br />the Director needed to provide this information to the <br />Council. The Administrator also pointed out that the <br />City could take control of the facilities at Capitol <br />View and Kellogg, however, to do so at this point would <br />damage relations with the City of Roseville. The <br />Administrator felt the temporary overflow parking area <br />had merit, and pointed out that cars will need to be <br />parked whether they are generated by youth or adult <br />teams. The Administrator reported that a temporary <br />overflow parking area would give the City time to study <br />the issue of youth versus adult usage in more detail. <br />Scalze indicated that she did not have a problem with <br />temporary parking on an emergency basis, but felt that <br />there needed to be a change in scheduling and mind set <br />on the use of the park. <br />LaValle felt that delaying a decision on the parking <br />issue for two weeks may create a hardship, but would <br />give the Council time to look into the matter further. <br />Pedersen asked who needed to approve the temporary <br />parking. <br />Scalze believed that the Council did. <br />The Director felt that there would be minimal impact on <br />the park by the use of temporary parking at this point, <br />noting that if there is space in the parking lots, <br />people will park there first rather than in a temporary <br />parking area. Temporary parking would allow the use of <br />the park while maintaining the 1992 scheduling levels. <br />The Director reported that based on the Park and <br />Recreation Commission's recommendation for additional <br />paved parking and his belief that this recommendation <br />would be approved by the Council, he did not prepare a <br />report on alternate scheduling options. <br />Morelan recommended that a temporary parking area be <br />used as a solution for the 1993 season. <br />Page 20 <br />
