shall be placed on the curb no more than twenty -four (24) hours <br />before the designated pick -up day and shall be removed by <br />10:00 p.m. on the day of collection. Bulky items shall be placed <br />on the curb no more than twenty -four (24) hours before the <br />designated pick -up day. <br />(2) At commercial and industrial establishments, every <br />property owner, occupant or owner shall place containers used for <br />the storage of garbage, recyclables, and rubbish at or near the <br />back door of the building using the same, or at the rear of the <br />property if there is an alley. Such containers shall be accessible <br />to garbage, recycling, and rubbish collectors at all reasonable <br />times. <br />809.140. ORGANIZED MIXED MUNICIPAL SOLID WASTE AND RECYCLABLE <br />MATERIALS COLLECTION - SINGLE FAMILY AND DUPLEX DWELLINGS. No <br />owner or resident of a residential property having two dwelling <br />units or less shall permit mixed municipal solid waste or <br />recyclable materials to be picked up except by a licensed hauler(s) <br />who has a valid contract with the City. <br />(A) Charge for Service. There is hereby imposed upon each <br />residential property having two dwelling units or less within the <br />City from which mixed municipal solid waste and recyclable <br />materials is collected or may be collected by the City or its <br />representative, a monthly charge for such services, which charge <br />shall be billed in accordance with schedules established by the <br />contracted hauler(s) and as approved by resolution of the City <br />Council. <br />(B) Collection of Unpaid Amounts. If such charge for service <br />is not paid within thirty (30) days after the last day of the <br />billing period, there shall be a late charge of ten percent (10 %) <br />of the amount owing for the previous billing period added to the <br />charge by the contracted hauler(s). The City Council may certify <br />to the County Auditor with the taxes against the property served <br />the amount unpaid, which shall be collected as other taxes are <br />collected. There shall be a fee of Thirty -five Dollars ($35.00) <br />added to the unpaid amount if it has to be certified to the County <br />for collection. <br />(C) Exemptions to Service. Exemptions will be allowed to the <br />organized mixed municipal solid waste collection program in the <br />following situations. Residents must apply for these exemptions at <br />City Hall. <br />(1) Residents who own and operate a business within the <br />City of Little Canada. The business must have a dumpster that the <br />residents are paying for and using for their residential refuse. <br />(2) Residents who are out of town on vacation a minimum <br />of one month. <br />(D) Subsidies to Service.
